Kathmandu, Sept 22: The House of Representatives (HoR) has unanimously passed a proposal seeking passage of the Agreement under the United Nations Convention on the Law of the Sea on the Conservation and Sustainable Use of Marine Biological Diversity Areas beyond National Jurisdiction'. 
In today's meeting of the House, Minister for Law, Justice, and Parliamentary Affairs, Sobita Gautam, had presented the proposal seeking approval of the convention. 
Earlier, responding to the queries raised by lawmakers during the discussion on the convention, Minister Gautam expressed commitment to enact the necessary laws on time without any delay as per treaties and conventions. 
She assured that the treaties and conventions would only be useful if laws are formulated accordingly on time. 
Minister Gautam further highlighted the necessity to keep natural disasters at the center while making laws today and expressed government's readiness to include indigenous peoples' key concerns while drafting the bills. 
She also expressed gratitude to the entire parliament for showing a unified stance on international agreements and laws related to climate change and the environment.
'I do believe that the laws will turn to be excellent when we move beyond party lines and discuss the issues in the sovereign parliament, ' the minister noted. 
Highlighting the unanimous passage of treaties and conventions as a model practice, Minister Gautam said the parliament needs to be strengthened on the grounds of principle. 
Next meeting of the House will be held at 11:00 am on September 23 (Wednesday).
